The building is intended to house low income individuals. To do so financially, it also hosts more stable populations.

Neighborhood

The dwelling floors are indifferent to the neighborhood, the building's interface with the surrounding is achieved through the ground floor's program. The ground floor hosts retail services like credit union and black-box theater, also a lobby with some suppoting welfare activities.

Neighboring

The ground lobby and the rooftop service area create the main meeting and interaction places for the building's residents.

6 Implementation

A number of elements aided the implementation of the project:
Mixed renting rates helps subsidize apartments of very low rates (13% of Area Median Income).
Use of ground floor for retail.
Government funding through various organizations that specialize in housing.
Choosing an underdeveloped site in the city helped minimize land cost expenses.
